Do I Detect a Pattern?

Bush received a Presidential Briefing in August 2001, stating that bin Laden is determined to fly planes into large buildings in the U.S. Later, Bush claimed there was no way of knowing that terrorists would use planes to crash into buildings.

Bush received intelligence information that Saddam Hussein had no way of developing WMD. Later, Bush claimed there was no way of knowing that Saddam couldn't produce WMD.

Bush received information that the levees in New Orleans would be breached when Hurricane Katrina hits. Later, Bush claimed there was no way of knowing that the levees would be breached.

Is he merely incompetent or is it that he just doesn't care?

Good catch, man. I am sure it is a healthy combination of incompetence and apathy. Without an election to work toward, there was no reason to care about the people in New Orleans aside from issuing a blanket warning to leave the city. If they were too poor, old, or ill to leave, that's their problem--or the problem of the faith-based groups that are supposed to care for these little people (so the gov't doesn't have to).
